From the 1st January 2009 - all dwellings or buildings offered for sale, rent or lease require a BER certificate.

There are fines of up to € 5,000 for non-compliance with the regulations.

What is a BER certificate?

A Building Energy Rating certificate provides an insight into the energy performance of a dwelling/building. The assessment calculates the energy required for space heating, ventilation, water heating and lighting, less the savings from renewable energy generation technologies.

The certificate will provide annual values for delivered energy consumption, primary energy consumption, carbon dioxide emissions and costs.

The BER label can only be produced by an independent BER assessor who is qualified and registered as an Energy Professional with Sustainable Energy Ireland (SEI) – Ireland’s national energy agency.

In addition to the certificate, a detailed advisory report will be issued as well. This report outlines how a building can be improved in order to reach a higher rating.

The rates for Building Energy ratings vary, depending on the dwelling and start from as little as €149!

United Nations Framework Convention on Climate Change

Arising from the Kyoto protocol, the EUR has identified the reduction of greenhouse gas emissions as an important objective. The reduction of greenhouse gasses such as CO2 has been managed through the introduction of the Energy Performance of Building Directive (EPBD) which in turn has been ratified by the Irish government through the Building Regulations and The Building Controls act (2007) which outlines the requirements for Building Energy Ratings (BER).
